Minutes of the Board of Trustees, Pierson Library
 
The meeting was called to order on Tuesday, April 13, 2010 at 5:05 PM. 
 
Present were Robert Dilts, Marleen Moore, and Kip Roberson.  Also present were Alice Winn and Melissa Fletcher, who had not yet been approved by the Selectboard.  Not having a quorum, no items were voted on at this meeting.  The minutes of the March meeting and the Treasurers report will be presented at the May meeting.
 
For the May meeting, the primary discussion will be determining the RFP for the plan for the expansion of the library.  It was noted that the Friends will be contributing to the funding for this.
Simultaneously, it will be necessary to develop a three to five year long range plan to be submitted by Jan 1 to the State Dept of Libraries, and which could impact grant possibilities.
Kip has met with other Vt librarians working on long range planning and from this the emphasis is that marketing is necessary as is incorporation of as many community groups as possible.
 
The group then started to consider how to approach data gathering for a needs assessment for the proposed expansion.  Possible approaches included open forum, hand out with each book with a questionnaire, questionnaire at events.  This will be further discussed, with a goal of finalizing, at the May meeting.
 
Noted that a point of concern that must be incorporated in the plan is parking and the plans of the Fire Dept.
 
For the May meeting the Board will review and vote on the Computers and Internet Access Policy.  Bob asked if there are any other policies that should be reviewed immediately.  Kip suggested that we should now start to systematically review all policies.
 
For the May meeting,  a bylaws item will be presented.  Bob proposed that the term of a trustee be April 1 to March 31 or until replacements are approved by the Selectboard.  It was noted that the current replacements to the Board are to be appointed at the Selectboard meeting on April 27, 2010.
 
Melissa discussed her impressions of the Town Officers Education Conference, which were very positive and a good program for new officers.
 
Kip reported that a group of people from what was Recycle North had done an excellent job of spring cleaning, at no cost to the library.   Kip also noted that the budget has money in it for cleaning and no one has yet been hired for that.
 
The question of borrowing of materials by out of area residents was discussed.  Currently, Chittenden country residents can obtain a home card to use at the Pierson.  However, residents of Addison County do not have a way to borrow. There was a discussion of whether it would be possible to buy a family pass.  Kip reported that other libraries do this, with it often based on per capita tax rate which for us is $32.  It was suggested that we could charge $35 per family.  This will be brought up at the next meeting.
 
The Trustees will take Kip to dinner for National Library Week.  The Trustees further will support a take in lunch for the staff.
 
The next meeting is scheduled for Tuesday, May 11, 2010 at 5 PM.
