“PHASE 2B” ZONING REVISIONS Overview Over the last few months, the Planning Commission has been examining the need for changes to various sections of the Town Zoning Bylaw. These changes are in addition to those addressed by the "Phase 1" and "Phase 2" zoning revisions. The topics considered as part of this work, which is known as "Phase 2b". include: - Updating available uses in the Mixed use, Commerce and Industry, and Commerce and Industry South Districts (Sections 1020, 1110, 1120, 1210, and 1220);
- Clarify requirements relating to the demolition of structures in rthe Village Design Review Overlay District (Section 1540);
- Update Site Plan Review requirements pertaining to traffic studies (Section 1900);
- Clarify burden of proof associated with conditional use Review requirements (Section 1910);
- Simplify parking requirements relating to bicycles (Section 1960);
- Updating the definition section (2100) and authorize requests for staged review of applications (2015)
Other changes have been proposed as well. The other changes to the bylaw would help insure that the Town's flood regulations are consistent with Federal requirements and allow local property owners to remain eligible for Federal Flood Insurance Programs. DRAFT PHASE 2b PROPOSAL TO BE DISCUSSED AT PUBLIC MEETING AND HEARINGS CONDUCTED BY THE PLANNING COMMISSION The Planning Commission will discuss the draft Phase 2b changes at a public meeting on Thursday, February 25, 2010. The Planning Commission has already conducted a public hearing on the regulation changes mentioned above. The hearing took place on Thursday, January 14, 2010.
